Bernard Benhamou is the secretary general of the Institute of Digital Sovereignty (ISN)          

He served as interministerial delegate for Internet use at the Ministry of Research and the Ministry of the Digital Economy. He coordinated the first European Ministerial Conference on the Internet of Things during the French Presidency of the European Union. He was also the adviser to the French delegation to the United Nations Summit on the Information Society and created the first conferences on the impact of technologies on administrations at Sciences Po Paris. He currently teaches Internet governance at Panthéon-Sorbonne University
